Traffic Safety Forum
Thursday, 03 November 2005

The Arthur Manor Association held a Traffic Safety Forum on November 2nd, 2005 at the Scarsdale Historical Society.

Attendees included Assistant Village Manager Steve Pappalardo, Lieutenant Andy Maturo of the Scarsdale Police, Village Trustee Mary Beth Gose, Arthur Manor Board Members, and approximately 30 Arthur Manor residents. The purpose of the meeting was to continue an ongoing dialogue in an effort to improve traffic safety in Arthur Manor.

The discussions primarily focused on the roads around Davis Park and Hyatt Fields as well as speeding along Boulevard and Sprague Road. Steve Pappalardo and Lieutenant Maturo gave a summary and description of the speed surveys taken by the Police Department. The Average speeds clocked on Boulevard were below 27mph, and Bradley, Carman and Lyons Roads at 19mph. Accidents were up slightly on Boulevard with 31 accidents for the period between 1999 and 2005 in comparison to 29 between years 1993 and 1998. It was stated that most accidents were caused by driver disregard of stop signs or driver confusion at the four way stops. It was expressed that Sprague Road is in disrepair.  One resident stated it was a “lawless land” which brought knowing chuckles from those present that have navigated the forgotten byway.

Most notable was the presentation by Pappalardo of a plan limiting parking to one side of the street; the side opposite Davis park. This plan includes improved signage on the streets approaching the park. Lengthy discussions followed which demonstrated the need for the residents to comment and respond to the village.
