Traffic Safety Resolution

On January 18th, 2005, The Arthur Manor Association submitted a resolution to the Scarsdale Village Board, requesting that a traffic safety study be conducted in the area of Davis Park. The text of the resolution appears below. We will keep the neighborhood updated as to the progress of the resolution in this space and through our mailed newsletter, The Timely Tidings.

We, the Board of the Arthur Manor Association, recognize the urgent need for the exploration of safety enhancements on the streets leading to and surrounding Davis Park. In order to determine the most effective remedies, we resolve to request that Trustees of the Scarsdale Village Board and Mayor either a) conduct an assessment of the situation using Village resources; or b) engage an outside traffic consultant for this purpose. We request that the study be conducted during the month of May, 2005, as this is when the park area begins to get most crowded, prior to the opening of the Scarsdale Pool. We further request that the area be studied between the hours of 10 AM and 4 PM, which are the times when traffic conditions most seriously need mitigation.


Specifically, the Board would like to request that the following problems/conditions be studied:
--Parking on Lyons, Bradley and Carman Roads: Large numbers of cars parked to use the park and playground create a dangerously narrow roadway and a serious inconvenience to residents of these streets. We would like to examine the possibility of restricting parking to one side of Lyons and Bradley Roads between Boulevard and Carman, and to one side of Carman Road between Bradley and Lyons. “No Parking Here to Corner” signs have also been suggested.


--Speeding on Boulevard and Carman Roads: The lack of stop signs between Madison and Nelson Roads on Boulevard and Carman allows cars to travel down these streets at dangerous speeds, creating a hazard for those attempting to walk to the park and playground. We would like opinions/feedback on the efficacy of speed calming methods such as speed bumps, crosswalks and stop signs.


--Speeding on Bradley and Lyons Roads between Boulevard and Carman: No stop sign at the intersections of Bradley and Carman or Lyons and Carman allows cars to travel down Bradley and Lyons at an unsafe rate of speed and make dangerously fast turns onto Carman. We would like opinions/feedback on the efficacy of speed calming methods such as speed bumps, crosswalks and stop signs.
